Improve live TV encoding for low framerate players

Most of the source live TV content in my area has a high framerate - 59fps. When this content is encoded down to 29fps the playback is not smooth, especially with live sports.

 

Primarily I use a roku for playback, and it does not support higher framerates. Although I imagine that this may impact other players too.

 

After a few Google searches I have read of advanced encoding options that might improve the smooth playback for converted content. I am by no means an encoding expert, but is there a way to apply better live TV encoding options to improve this?

I would like to also piggy back on this and ask that you can turn off transcoding for live tv if not needed.  Most of my stuff with the HD Home run is in mpeg2 format (sad).   there should be no need to transcode that.
