Installation problem. Getting "Class not registered - System.ComponentModel.Win32Exception"

Ok.  I figured out the issue.  I had Chrome as the default browser once I changed it back to IE10, the exception went away.  Luke would you consider this a Bug? if so, do you want to put in a Bug Report?

PS: I do have admin privilege on the "tests" account that I used to install MediaBrowser3.

there is no bug here. we tell your system to open the default browser, it gives us an error message. there's nothing we can do to change that.

On a standard Windows 8.1 machine when I install MediaBrowser3 I am getting the following error

Class not registered

System.ComponentModel.Win32Exception

  at System.Diagnostics.Process.StartWithShellExecuteEx(ProcessStartInfo startInfo)

  at System.Diagnostics.Process.Start()

  at MediaBrowser.ServerApplication.Native.BrowserLauncher.OpenUrl(String url, ILogger logger)

I am unable to launch to the configuration wizard...

then just open that url in the browser and go from there. that error just means the server can't launch your browser, due to system settings or some other unknown environmental factor.
