Frame Rate seems off and HD buffer issues

Hi,

 

This is my first post here and I really cant figure two things out ive been working on now for a week or more every night.

So the problem is I noticed my frame rate seems off by quite a bit on Live TV. The frame rate is suppost to be 29.97fps as im in the US but instead I get 23 and 15 fps first off is there any frame rate adjustment or is there something else going on thats slowing the rate down as it transcodes. Second issue is with Live TV and HD streaming/transcode on the pc and roku theres seems to be a constant buffering or loading issue this does not happen on SD channels also note this also does not happen on recorded tv HD or SD. Does anyone have any ideas that could help resolve this issue or better yet know whats causing it ? this is on Server WMC

 

Also please note im using a amd quad core right now but it does not seem fast enough to cope cpu usage gets pretty high new proccessor and motherboard on order to help with that. logs are attahced.

sorry slight update recordings began to have a problem with frame rate starts out just fine and slowly drops not as bad but got down to 26 fps

Problem solved bad HD frame rate still an issue but i posted a seprate post for that.
